Richard S. Whitmore chairs our Public Entity Mediation Program. Mr. Whitmore is a founding partner of Whitmore, Johnson & Bolanos, an exclusive practice representing cities, counties, labor relations, collective bargaining, employee discipline, personnel, contract administration and grievance arbitration, and mediation. Mr. Whitmore has extensive jury and court trial experience, handling a wide range personnel issues including discrimination, sexual harassment, labor relations , unfair labor practices, etc. He is highly regarded by his peers on both sides of the bar - bringing intellect, knowledge of the subject matter and reason to the bargaining table.

BACKGROUND

Richard S. Whitmore began in 1970 representing management in public sector employment matters. Founding Partner of Whitmore, Kay & Stevens (1976-1991) and Whitmore, Johnson & Bolanos in areas including but not limited to grievance arbitration, mediation and defense of employment discrimination claims in state and federal court. Also, specialized representation of California cities with charter interest arbitration.

Mr. Whitmore has extensive jury and court trial experience, handling a wide range of employment matters. Issues involved in the litigation that he has handled include personnel issues, discipline of employees, discrimination, sexual harassment, labor relations, unfair labor practices, contractual disputes and other issues in the employment field. Mr. Whitmore has also participated in appellate litigation over the years involving representation of public agency and private litigants. Over the past 26 years, he has participated in literally hundreds of administrative hearings and appearances before Boards and Commissions in California and elsewhere.

Mr. Whitmore has conducted training programs and lectured at: Stanford University School of Law (Advanced Labor Law), University of California (CEB & Inst. of Industrial Rel.), University of Santa Clara School of Law, International Personnel Mgmt. Assoc. (IPMA), League of California Cities, County Supervisors Assoc. of California (CSAC), Assoc. of County Counsels, School Employers Assoc. (SEA), National Public Employer Labor Relations Assoc. (NPELRA), California Public Employer Labor Relations Assoc. (CALPELRA), Calif. Fire Chiefs Assoc. (CFCA), and others.

He has testified before U.S. House of Rep. Committees and California Senate Committees on legislation dealing with employee rights, comparable worth and related employment issues. Served as legal advisor to National League of Cities on police employment issues. Advised staff of House Judiciary Committee on employment matters. Advised State Judicial Council and various Superior Courts on employment matters.
